The State Council issued the Action Plan for Peak Carbon Emissions by the end of the 15th Five-Year Plan period and established the National Low Carbon Transformation Fund.
The State Council issued the "Action Plan for Carbon Peaking in the 15th Five-Year Plan", which clearly states that by 2030, the carbon dioxide emissions per unit of GDP should be reduced by 17% compared to 2025, and the proportion of non-fossil energy consumption should reach 25%. The plan deploys key tasks such as accelerating energy structure adjustment, promoting green and low-carbon industrialization, and deepening the green and low-carbon transformation in key areas, proposing the establishment of a national low-carbon transformation fund and strengthening financial support. At the same time, it deploys key projects such as inter-provincial power sharing and clean alternatives to coal consumption.
