Recently, the State Council issued the "Action Plan for Carbon Peak during the 14th Five-Year Plan Period", deploying work on carbon peak during the 14th Five-Year Plan period. The "Action Plan" emphasizes adhering to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, leveraging the role of carbon peak and carbon neutrality strategies, better coordinating and ensuring energy security and economic and social development, with energy green low-carbon transition as the key, deeply promoting industrial greening and low-carbonization, intensifying energy conservation and carbon reduction work at higher levels and better quality, steadily achieving peak coal and oil consumption, integrating green and low-carbon orientation into all sectors and links of the national economic cycle, accelerating the formation of a green production and living style, nurturing more green economic growth points, and laying a solid foundation for high-quality development with a green background.
The "Action Plan" proposes that by 2030, China's carbon dioxide emissions per unit of GDP will be reduced by 17% compared to 2025, and the proportion of non-fossil energy consumption will reach 25%, ensuring the timely achievement of the carbon peak goal and laying a solid foundation for achieving the country's nationally determined contributions by 2035 and promoting carbon neutrality. The "Action Plan" deploys five key tasks. Firstly, accelerate the optimization of energy structure adjustment, vigorously promote the development of non-fossil energy, accelerate the increase in the consumption capacity of new energy in the power system, deepening the clean substitution of coal consumption, and continuously optimizing the oil and gas consumption structure. Second, promote the greening and low-carbonization of industries, promote the green and low-carbon transformation of industrial structure, carry out energy-saving and carbon-reducing transformation of traditional industries, accelerate the construction of zero-carbon parks and zero-carbon factories, promote green and low-carbon transformation of computing facilities, and play a role of circular economy in helping reduce carbon. Third, deepen the green and low-carbon transformation in key areas, promote energy-saving and carbon-reducing in the construction sector and public institutions, accelerate the low-carbon transformation in the transportation sector, and consolidate and enhance the carbon sequestration capacity of ecosystems.
