It also put forward 18 quantitative indicators in five categories, focusing on supporting goals and highlighting key areas of development such as employment, social security, talent, labor relations, and public services. In terms of employment, the plan proposes that during the 15th Five-Year Plan period, the number of new urban jobs will remain at a considerable scale, with 25 million unemployed urban residents being reemployed, 6.5 million people with employment difficulties being employed, and the urban surveyed unemployment rate being controlled within 5.5%. Over 50 million people will participate in subsidized vocational skills training, including 17.5 million migrant workers. In terms of social security, the plan proposes that during the 15th Five-Year Plan period, the basic old-age insurance coverage rate will remain above 95%, with 2.55 billion people insured for unemployment insurance and 3.45 billion people insured for work-related injury insurance, and the size of enterprise annuity funds exceeding 9 trillion yuan.
