Strengthen energy-saving and carbon reduction transformations of existing buildings and municipal facilities, and develop green buildings in urban and rural areas. Develop technical guidelines for coordinated pollution reduction and carbon reduction governance in key industries and ecological environmental infrastructure, establish a synergy index, deepen the pilot projects for coordinated innovation in pollution reduction and carbon reduction in cities and industrial parks.
