On July 1st, local time, United Nations Secretary-General Guterres stated at the United Nations headquarters in New York that the General Assembly recently decided to reform the UN's financial rules, which will help the UN to manage resources more responsibly, ensure business continuity, and better support critical mandates, especially peacekeeping operations. Guterres said during the press conference that for a long time, the UN budget procedures have faced a fundamental contradiction: member states do not always pay their assessed contributions on time and in full, but the UN is often asked to return unspent funds, even though these funds have not actually been received due to member states' arrears in payment.
