Shanghai Municipality Jointly Holds a Centralized Discussion Meeting on Regulation and Governance of Online Ride-hailing Platforms by Multiple Departments

According to the "Shanghai Transportation" WeChat official account, in order to continuously deepen the compliance governance of the online car-hailing industry in Shanghai, rectify prominent issues in the industry, effectively ensure the safety of public travel, and safeguard the legitimate rights and interests of drivers and passengers, on the afternoon of June 29, the special work team for coordinating and supervising the online car-hailing industry in Shanghai led the coordination of multiple departments including transportation, public security, market supervision, human resources and social security, data, and communication management to hold a centralized compliance governance meeting for online car-hailing platform enterprises in the city. The top management of 24 online car-hailing platform and aggregator platform companies in the city attended the meeting. In response to various issues identified during inspections, the meeting clarified five hard compliance governance requirements: first, each platform must strictly regulate the management of capacity admission, thoroughly investigate and expel non-compliant vehicles and industry practitioners, and strictly prohibit illegal dispatching; second, establish a normal self-inspection mechanism for operational data, ensure the integrity, timeliness, and standardized submission of operational data to regulatory authorities; third, implement full-chain safety production control, strengthen the dynamic verification of personnel and vehicle qualifications, and build a strong safety operation defense line; fourth, comprehensively regulate the fee disclosure mechanism, clearly display prices, transparent charging, and guarantee the legitimate rights and interests of both drivers and passengers; fifth, simultaneously strengthen network security operation and maintenance management, complete network security level protection assessments on schedule, and timely investigate and eliminate system security risks.
