Behind the development of artificial intelligence is computing power, and behind computing power is electricity. Wang Hongzhi, director of the National Energy Administration, introduced that the explosive growth of artificial intelligence has driven a sharp increase in electricity consumption. For example, every 5-second high-definition video generated by artificial intelligence consumes electricity equivalent to charging 10 mobile phones. In response to this explosive growth, we will follow the requirements of "strengthening computing power with electricity and promoting electricity with computing power", coordinate energy resource allocation and computing power facility construction, and promote the synergy of computing power and electricity from multiple dimensions. Wang Hongzhi stated that first, we will strengthen the coordination between computing power and electricity in planning and layout. In the western regions, we will coordinate the layout of national computing power hubs with the planning and construction of large-scale new energy bases to promote the coordinated construction of computing power facilities and power systems. In the eastern regions, we will promote the coordinated planning of distributed computing power with distributed power sources, microgrids, and virtual power plants to respond to computing power demand locally.
