Implementing the deployment of the special action "Clean up and Rectify the Chaos in AI Applications" by the Cyberspace Administration of the Central Committee, since late April, the Shanghai Municipal Committee of the Cyberspace Administration has focused on seven prominent issues including failure to register large models according to regulations, insufficient security audit capabilities, security of large model training data, AI data poisoning, inadequate implementation of synthetic content identification, abuse of AI technology for illegal activities, and inadequate security management of open-source models, strengthening governance at the source of AI technology and solidly promoting the special action. On May 13, the Shanghai Municipal Committee of the Cyberspace Administration held a special meeting to promote key platforms, deploying specific requirements to 17 key website platforms in five categories such as local AI platforms, internet content platforms, e-commerce platforms, app stores, and open-source communities, guiding platforms to upgrade security and reporting mechanisms, and accepting social supervision. On May 15, key platforms such as Xiyu, Qianwen, Xiaohongshu, Bilibili, Pinduoduo, etc., publicly released special governance announcements, forming a synergy between regulation and platform governance. At the same time, the Shanghai Reporting Center website opened a special reporting channel for AI-related illegal and harmful information, receiving more than 20 reports and feedbacks from citizens through the 12345 hotline, ensuring smooth channels for social supervision and consolidating governance efforts.
