There is no limit on the number of times for transitioning from gasoline to electric vehicles. Beijing will conduct a lottery for allocating 9600 ordinary small passenger car permits.

From the Beijing Municipal Motor Vehicle Control Management Office, it was learned that at 10:00 on June 26th, Beijing will allocate a total of 9600 quotas for ordinary small passenger cars for households and individuals, with household and individual applicants entering the pool for the lottery together; additionally, 400 quotas will be allocated for units. As of 24:00 on March 8, 2026, after review, there were a total of 528,855 valid codes for household applications for ordinary small passenger car quotas, 2,546,598 valid codes for individual applications for ordinary small passenger car quotas, and 38,406 unit applications for ordinary small passenger car quotas. The transportation department specially reminds that Beijing supports the purchase of new energy small passenger cars with ordinary small passenger car quotas. According to Article 29 of the Implementation Rules of the "Temporary Regulations on the Control of the Number of Small Passenger Cars in Beijing," holders of ordinary small passenger car quotas can apply for an update of the ordinary small passenger car quota after selling or scrapping a new energy small passenger car purchased with the ordinary small passenger car quota. According to this regulation, ordinary quotas can be freely switched to purchase fuel vehicles or new energy vehicles.
