Article 31 of the Export Control Law of the People's Republic of China stipulates that any organization or individual has the right to report suspected illegal activities to the national export control authorities. Further improving the reporting and handling of strategic dual-use mineral items is a basic requirement for improving the export control system, and it is also a normal measure to safeguard national security and interests. At the same time, playing a supervisory role in reporting illegal activities in export control is an international practice. Many countries around the world have relevant regulations.
