Former Deputy Secretary of the Party Committee of Henan Police College, Li Jiancang, has been expelled from the party and dismissed from his post for illegally intervening in judicial activities.

The website of the Central Commission for Discipline Inspection of the National Supervisory Commission announced on June 24th that, according to the information from the Henan Provincial Commission for Discipline Inspection and Supervision, approved by the Communist Party of Henan Provincial Committee, the Henan Provincial Commission for Discipline Inspection and Supervision has launched an investigation into the serious disciplinary and legal violations of Li Jiancang, former deputy secretary of the Party Committee of Henan Police College. After the investigation, it was found that Li Jiancang had lost his ideals and beliefs, betrayed his original aspirations and missions, engaged in superstitious activities, resisted organizational inspections; ignored the spirit of the "Eight-point Regulation" issued by the central government, accepted gifts in violation of regulations, used his authority to accept unpaid services; violated organizational principles, failed to report personal matters as required, and used his powers to seek personal gains for others; breached the bottom line of integrity by using vehicles of management and service targets, obtaining large returns through private loans, holding non-listed company shares in violation of regulations, shifting personal expenses to others; interfered with judicial activities in violation of regulations; violated financial discipline by misusing public funds; engaged in power-for-money transactions, using his position for others to gain benefits in project contracting and fund disbursement, and illegally accepting huge amounts of property. Li Jiancang seriously violated the political discipline, organizational discipline, integrity discipline, work discipline of the party, and national laws and regulations, and constituted a serious dereliction of duty and suspicion of bribery crimes. His misconduct has been severe and persistent after the 18th National Congress of the Party, with serious consequences, requiring a severe punishment. In accordance with the relevant provisions of the "Disciplinary Measures of the Communist Party of China", the "Supervision Law of the People's Republic of China", the "Administrative Punishment Law for Public Officials of the People's Republic of China" and other related regulations, after the meeting of the Standing Committee of the Henan Provincial Commission for Discipline Inspection, and approved by the Henan Provincial Committee of the Communist Party of China, it has been decided to expel Li Jiancang from the party; the Henan Provincial Supervisory Commission will dismiss him from public office; confiscate his illicit gains; and transfer the suspected criminal issues to the procuratorate for investigation and prosecution, along with the relevant assets.
