Officials from the National Development and Reform Commission and the Ministry of Human Resources and Social Security answered questions from journalists on the implementation of the "Fifteenth Five-Year Plan" for prioritizing employment strategy.

The Planning Department has deployed nine key tasks. The first is to strengthen the employment priority orientation of macroeconomic regulation, enhance the synergy of macro policies and employment, implement actions to stabilize employment, expand job opportunities, and improve job quality, and promote employment and entrepreneurship in response to the development of artificial intelligence. The second is to strengthen the synergy between industry and employment, stabilize the employment scale of labor-intensive industries, expand the employment capacity of the service industry, and tap the employment potential in emerging fields. The third is to accelerate the shaping of modern human resources, improve the matching degree between education supply and talent demand, and carry out vocational skills training on a large scale. The fourth is to expand the channels for employment and talent development for college graduates and other young people, improve the full-chain employment support system including policy incentives, service guarantees, difficult bottom support, and rights protection. The fifth is to increase support for key groups such as migrant workers and retired military personnel, strengthen employment assistance for people facing employment difficulties and registered unemployed individuals. The sixth is to promote the healthy development of flexible employment and new forms of employment, expand development channels, strengthen public services, and uphold legitimate rights and interests. The seventh is to improve the employment and entrepreneurship service system, promote the high-quality and efficient development of human resources services. The eighth is to strengthen the protection of the employment rights and interests of workers, improve the labor standard system and labor relations negotiation and coordination mechanism, and guarantee equal employment rights. The ninth is to strengthen employment monitoring, early warning, and risk response, and enhance the scientific analysis ability to assess the employment situation.
