In order to regulate the operation of unmanned aerial vehicles and related activities, promote the healthy and orderly development of the unmanned aerial vehicles industry, safeguard aviation safety, public safety, and national security, standardize the discretionary power of public security organs in handling administrative penalties for violations of unmanned aerial vehicles flying management, ensure fair and just law enforcement, the Ministry of Public Security has drafted the "Administrative Penalty Discretion Standards for Public Security Organs in Handling Illegal Acts involving Unmanned Aerial Vehicles", and now seeks public opinions through thorough research, extensive consultations, and in-depth research and demonstration.
