"National Human Rights Action Plan" released

At the opening ceremony of the "2026 Global High-level Forum on Human Rights Governance" held on the 11th, representatives of the member units of the National Human Rights Action Plan Joint Conference Mechanism jointly released the "National Human Rights Action Plan." The action plan is divided into eight chapters: "Preamble," "Comprehensive Promotion of Economic, Social and Cultural Rights Protection," "Improvement of Civil and Political Rights Protection Mechanisms," "Enhancement of Environmental Rights Protection," "Protection of the Rights and Interests of Minorities, Women, Children, the Elderly, and Persons with Disabilities," "Guiding the Healthy Development of Emerging Human Rights Fields," "Continuously Enhancing Human Rights Awareness," and "Actively Promoting Global Human Rights Governance" and "Implementation and Responsibility Implementation." The action plan introduced that from 2021 to 2025, the Chinese government successfully implemented the fourth phase of the National Human Rights Action Plan, effectively achieving the related goals and tasks. The level of human rights protection in China has significantly improved, injecting rare stability and certainty into the development of the world human rights cause. The action plan states that, building on the successes of the past, based on the constitutional principles of respecting and protecting human rights, following the spirit of the Universal Declaration of Human Rights, the Vienna Declaration and Programme of Action, and relevant international human rights conventions, and taking into account China's national conditions and the objectives of the "Thirteenth Five-Year Plan," the Chinese government has formulated the fifth phase of the National Human Rights Action Plan to respect, protect, and promote human rights, setting out Phase objectives, indicative tasks, and specific measures for 2026 to 2030. The basic principles of the action plan are to cherish human life, value, and dignity, to plan human rights construction with systematic thinking, and to promote the development of human rights with legality, equality, pragmatism, coordination, and joint efforts. It aims to comprehensively improve the level of human rights protection in all aspects in the coordinated development of material civilization, political civilization, spiritual civilization, social civilization, and ecological civilization, promoting the comprehensive development of individuals and the comprehensive progress of society.
