At the end of last year, after the closure and operation of the Hainan Free Trade Port, including the upgrading and expansion of various tax preferential policies such as "zero tariffs", official data shows that these policies have begun to take effect. On June 10, at a press conference held by the Hainan Province News Office to commemorate the fifth anniversary of the implementation of the Hainan Free Trade Port Law, Liao Zengliang, deputy director of the Deep Reform Office of the Hainan Provincial Party Committee of the Communist Party of China, stated that the closure policy has fully taken effect. For example, since the closure until the end of April, the import value of "zero tariff" goods amounted to 22.6 billion yuan, an increase of 99.5% year-on-year. "Zero tariff" is a core tax preferential policy of the Hainan Free Trade Port. Entities such as enterprises and institutions that import goods included in the "zero tariff" goods list can enjoy exemption from import duties, import value-added tax, and consumption tax.
