Leaders of the Ministry of Agriculture and Rural Affairs and the National Development and Reform Commission answered questions from reporters on the "Fifteenth Five-Year Plan for Accelerating the Modernization of Agriculture and Rural Areas". The plan takes into account development foundations, supporting conditions, and practical needs, focusing on making significant progress in promoting the basic realization of agricultural modernization and ensuring that rural areas have basic modern living conditions. Scientific goals and indicators are set, proposing that by 2030, the capability to ensure the supply of important agricultural products such as grain will steadily increase, with comprehensive grain production capacity reaching about 1.45 trillion kilograms. The foundation for food security will continue to be consolidated; the quality and efficiency of agriculture and competitiveness will continue to improve, and the value added of agriculture and related industries will reach 25.8 trillion yuan. The achievements of poverty alleviation will be continuously consolidated and expanded, with mechanisms for preventing a return to poverty becoming more perfected. The level of self-reliance and self-improvement in agricultural science and technology will greatly increase, major breakthroughs will be made in the development of new agricultural productive forces, and the contribution rate of agricultural scientific and technological progress will reach 67%. Significant progress will be made in developing agriculture as a modern large-scale industry, farmer income will continue to grow rapidly, and the income gap between urban and rural residents will continue to narrow. The construction of livable and business-friendly beautiful rural areas will be accelerated, the completeness of rural infrastructure, the convenience of public services, and the comfort of living environments in rural areas will gradually improve. New breakthroughs will be made in the integration of urban and rural development, the level of equalization of basic public services will be significantly raised, rural reforms will be solidly promoted, and significant achievements will be made in the high-quality development of agriculture and rural areas.
