Shenzhen's "15th Five-Year Plan" outline: building a full-stack autonomous and controllable technology infrastructure, cultivating internationally leading domestic general large models and industry application models.
The outline of the fifteenth five-year plan for the national economic and social development of Shenzhen was released. It proposes to coordinate the research and development, manufacturing of smart computing chips, the construction of computing power facilities, and the development of model algorithms, to create an efficient and easy-to-use technological base for artificial intelligence. It will strengthen the foundation of computing chip industry, promote the optimization and application adaptation of training chips such as Ascend and inference chips at the edge, and promote the prosperity of domestic artificial intelligence computing power ecology. It will strengthen the multi-level intelligent computing power base, construct high-standard training infrastructure, and create a sustainable computing power supply system that is highly intelligent, collaborative, heterogeneous, and inclusive. It will strengthen the research on basic theories of artificial intelligence and innovate the basic architecture of models, cultivate internationally leading domestic general large-scale models and industry application models, and promote the application of model algorithms in high-value application scenarios. By 2030, the city's real-time available computing power will exceed 150 EFlops, with some indicators of domestic chips and computing power clusters reaching an international advanced level, forming a powerful large-scale model base that supports comprehensive applications.
