According to the Intelligence Finance APP, on May 25th, the National Development and Reform Commission and the Ministry of Finance issued a notice regarding the target price policy for cotton from 2026 to 2028. It mentioned that the target price level and fixed subsidy volume will be maintained stable. Based on the principle of production costs plus reasonable profits, taking into account the needs of the cotton industry, market supply and demand, and fiscal capacity, the target price for Xinjiang cotton from 2026 to 2028 is set at 18,600 yuan per ton. In the event of major changes in the cotton market situation, adjustments may be made promptly with the approval of the State Council. Considering the production of Xinjiang cotton in recent years, as well as the local water resources and arable land resources, subsidies will be provided for Xinjiang cotton with a fixed production volume of 5.1 million tons.
