The Ministry of Emergency Management has initiated department-level expert guidance services for oil and gas storage enterprises in 2026.
In order to deepen the work of tackling the root causes of safety production in the chemical industry and hazardous chemicals, the Ministry of Emergency Management recently launched a three-year action plan with the guidance of expert services for oil and gas storage enterprises in 2026. From the end of May to early July, 5 expert teams in two batches will provide guidance services to 100 enterprises, and 30 of them will be selected for a "follow-up review" from the 2025 guidance services enterprises. This guidance service for the first time includes other flammable and combustible liquid enterprises in its scope, continuing the past practice of "pre-training, on-site guidance, full-service" based on expert guidance service management measures to quantify the experts' work and service quality. Through on-site guidance to identify problems and hidden dangers, accurately assess enterprise risks, and demonstrate and drive local emergency management departments and central enterprises to conduct in-depth safety risk assessments for small and medium-sized oil and gas storage enterprises, continuously prevent and control major safety risks in the oil and gas storage sector. At the same time, in conjunction with the "crackdown on non-compliance" work deployment, the relevant provisions of the "Dangerous Chemicals Safety Law" and the "Criterion for determining major production safety hazards in chemical and hazardous chemical production and operation enterprises" will be publicized, urging enterprises to organize production and operation in accordance with the law. Currently, expert teams have been sent to Shandong, Guangdong, Chongqing, and other places to carry out their work.
