Zhang Junshen, Deputy Chief Planner of the Urban and Rural Planning and Design Institute of Zhejiang University, said in a keynote speech at the "Third Low-Altitude Economic Industry Development Conference" that low-altitude space does not have clear ownership rights and real estate certificates, but the industry should establish a better governance paradigm throughout the entire cycle. "We believe that the three levels of rights - national ownership, government planning, market use - should be clearly defined so that the airspace can truly become a 'resource'." In response to this, Zhang Junshen proposed a "two-tier registration" structure: the first phase is national ownership registration, which means that in the future our airspace may have a real estate certificate like property rights, so that various social capital can also enter.
