The State Council issued the "Implementation Opinions on Promoting the Provision of Basic Public Services at the Place of Permanent Residence"
In order to promote the provision of basic public services for permanent residents, significantly improve the level of equalization of basic public services, and provide strong support for the implementation of the people-oriented new urbanization strategy, the State Council recently issued the "Implementation Opinions on Promoting the Provision of Basic Public Services in the Place of Permanent Residence".
The Opinions emphasize that the provision of basic public services by the place of permanent residence will promote equal access to basic public services for both non-registered permanent residents and registered residents, which is conducive to meeting the increasing needs of the people for a better life. It is of great significance for improving the quality of urbanization, unleashing the potential of domestic demand, and constructing a new development pattern.
The Opinions propose to strengthen the guarantee of education for migrant children, consolidate and improve the proportion of public school places for migrant children in compulsory education, promote the inclusion of migrant children in preschool and high school education in the place of permanent residence. Promote more cities to include non-registered permanent residents families who have stable employment and residence in the public housing guarantee scope, steadily promote flexible employees to participate in the housing provident fund system. Completely remove the household registration restrictions on participating in employee social insurance in the employment place, guide and support all types of workers to participate in employee social insurance in the employment place, improve the social insurance system for migrant workers, flexible employees, and new forms of employment. Strengthen the basic medical security in the place of permanent residence, strengthen the implementation of policies for participating in basic medical insurance for urban and rural residents with a residence permit, and strengthen the management service of direct settlement for medical treatment in another place of residence. Strengthen basic public services for employment, implement employment assistance policies as required, and provide support for self-employed persons who are not registered residents. Gradually include non-registered permanent residents in the scope of basic public services such as child care, elderly care, social assistance, and disability assistance in the place of permanent residence.
The Opinions clearly state that public service facilities layout should be improved in accordance with the resident population and service radius, and public service capacity should be strengthened for population inflows into cities and counties. Regulate the supply of basic public services in gradients to promote the fair and orderly distribution of basic public service resources. Strengthen fiscal transfer payment guarantees, improve the practice of allocating transfer payments based on factors related to the permanent resident population. Establish a coordination mechanism for the allocation of newly added urban construction land indicators and the increase of permanent residents, prioritizing the construction needs of schools, medical institutions, and affordable housing. Promote experiences such as mutual recognition of residence permits, conversion of residence duration or residence points, to ensure that mobile populations continuously access basic public services, and promote cross-administrative cooperation in education and healthcare in urban agglomerations and metropolitan areas. Promote the nationwide handling of basic public service matters within the province and across provinces. Improve the registration and statistics of the permanent resident population, better play the role of the residence permit as a proof of the registration of permanent residents and the application, verification, ranking, and enjoyment of basic public services.
The Opinions require that governments at all levels strengthen organizational leadership, scientifically and orderly implement the provision of basic public services in the place of permanent residence, and effectively implement it in practice to ensure that various measures are effectively implemented. The National Development and Reform Commission, together with relevant departments, must solidly promote the work, strengthen progress monitoring and evaluation, and ensure effectiveness. Relevant departments need to improve policies to ensure that non-registered permanent residents have access to basic public services and adjust relevant regulations in a timely manner.
