Zhejiang promotes the deep integration of scientific and technological innovation and industrial innovation, and the special incentive policies for finance have been implemented.

Recently, the provincial Department of Finance, in conjunction with the provincial Department of Industry and Information Technology, launched a special financial incentive policy for the deep integration of scientific and industrial innovation. With a focus on industrial counties, it supports 18 counties to explore new models and achieve breakthroughs in the deep integration of "two news," and solidly promote new industrialization. During the creation period from 2026 to 2028, the provincial finance department will allocate 15 billion yuan annually, totaling 45 billion yuan over three years, to support the goals of significantly optimizing industrial structure and significantly improving the quality and efficiency of economic development. It aims to address bottlenecks in the deep integration of "two news" and promote the efficient aggregation of various high-quality innovation elements into industries, especially manufacturing.
