On May 14th, spokesperson for the Ministry of Commerce, He Yongqian, stated at a routine press conference that, according to the work deployment of the General Office of the Central Committee and the State Council's "Special Action Plan to Boost Consumption", the Ministry of Commerce, together with the Ministry of Finance and the State Administration of Taxation, will launch a prize invoice activity nationwide before the 2026 Spring Festival, with pilot programs in 50 cities including Beijing and Shanghai. Currently, various work is steadily progressing, and the effects of the pilot programs are accelerating, mainly manifested in three aspects. First, the enthusiasm for the activities continues to rise. During the Spring Festival, Qingming Festival, and the May 1st holiday, the average number of participants in the prize invoice activities reached 6.62 million, 6.07 million, and 6.9 million respectively, enhancing holiday consumption and adding to the festive atmosphere. Second, the experience of the activities is constantly enriched. Third, the effect of boosting consumption is obvious. The policy of prize invoices, through increasing customer flow and attracting attention, effectively promotes sales growth and stimulates offline consumption vitality. As of May 13th, the 50 pilot cities have invested 4.89 billion yuan in prize money, with an invoice amount of 208.82 billion yuan participating in the activities. In the next step, guidance will be provided to continually improve the implementation rules in various regions, expand participation channels, continuously expand the coverage of the activities, and allow more consumers to enjoy the policy dividends.
