Several informed sources who participated in policy discussions and requested anonymity said that the draft memorandum has been prepared for several months. The draft urges various government agencies in the United States to use multiple artificial intelligence service providers to avoid security risks from relying on a single supplier. The sources also stated that the memorandum also requires that all artificial intelligence companies contracting with the US Department of Defense must commit not to interfere with the military command system, with final decision-making authority in military affairs resting with the president.
