On April 30, the Shanghai Federation of Trade Unions, together with the Municipal Postal Administration and the Party Committee of the Express Delivery Industry, innovatively established a city-level industry negotiation mechanism. Nine leading express delivery companies, including China Post, SF Express, JD.com, ZTO Express, YTO Express, STO Express, Yunda Express, Jitu Express, and Deppon, were gathered to hold the 2026 Shanghai Express Delivery Industry Negotiation Conference. At the meeting, the "Shanghai Express Delivery Industry Labor Rules Agreement for 2026" was formed, covering more than 100,000 express delivery workers in the city with ten chapters and 47 articles. In terms of income protection, the minimum monthly wage for express delivery workers in the city is set at no less than 110% of the city's minimum wage standard. In addition, the proportion of direct delivery fees to express delivery workers per order is stipulated to be not less than 25% of the fee. At the same time, an alert mechanism for governing wage arrears risks was established to ensure that express delivery workers receive their compensation in a timely and full manner.
