Guangdong: During the "15th Five-Year Plan" period, the annual average increase of R&D expenditure in the whole society in Guangdong will be 5.0%.

The outline of the 15th Five-Year Plan for National Economic and Social Development of Guangdong Province has been officially released. In terms of economic development, the "Plan" sets a target of an annual average growth of around 5.0% in the province's regional GDP. Additionally, during the "15th Five-Year Plan" period, Guangdong's total social research and development expenditure will increase by an average of 5.0% per year; the growth of the per capita disposable income of residents will be synchronized with GDP growth; the proportion of nursing-type beds in elderly care institutions will increase from 75% in 2025 to 80%; and the enrollment rate of infants and young children under the age of 3 will increase by 6.5 percentage points. It is worth noting that the "Plan" also sets three distinctive indicators, including the urbanization rate of the permanent population at the county level, the ratio of per capita disposable income of urban and rural residents, and the total marine production value. By 2030, the urbanization rate of the permanent population at the county level is expected to reach around 50%, the ratio of per capita disposable income of urban and rural residents will decrease from 2.27 in 2025 to 2.05, and the total marine production value will reach 2.8 trillion yuan.
