The State Administration for Market Supervision discusses the "ghost delivery" case: further releasing a strong signal to strengthen online transaction supervision and safeguard the food safety of the people.
On April 24th, Bai Qingyuan, Deputy Director of the State Administration for Market Regulation, attended a press conference hosted by the State Council Information Office. At the press conference, the annual report on China's efforts to combat infringement and counterfeiting was introduced. Bai Qingyuan discussed the recent crackdown on the "phantom delivery" series of cases.
Bai Qingyuan stated that in response to the rapid development of online transactions, especially live-streaming e-commerce, the State Administration for Market Regulation has continuously strengthened institutional mechanisms and normalized supervision of platform economy. They have improved regulations by setting boundaries and guidelines to encourage compliant operations, and have issued regulations such as the "Supervision and Management Measures for Live-streaming E-commerce" and guidelines on improving the efficiency of monitoring online transactions.
Furthermore, they have enhanced enforcement by establishing a monitoring system for live-streaming e-commerce activities and cracking down on false advertising by top anchors. They have also released penalties for the "phantom delivery" cases on e-commerce platforms, sending a strong signal of enhanced online transaction supervision and ensuring food safety for consumers.
The next steps include further strengthening supervision of online transactions, especially live-streaming e-commerce, to investigate and handle various illegal activities in order to better protect the legitimate rights and interests of consumers. On April 17th, the State Administration for Market Regulation already imposed administrative fines totaling 35.97 billion yuan on 7 e-commerce platforms including Pinduoduo, Meituan, JD.com, Ele.me, TikTok, Taobao, and Tmall for their involvement in the "phantom delivery" cases.
