The plan proposes to enhance the agricultural disaster prevention and relief capabilities. Strengthen the construction of major water conservancy irrigation areas and power facilities, promote the connection and renovation of rural ditches and canals. Optimize the layout of meteorological observation stations, and establish provincial, municipal, and county-level meteorological observation service platforms. Build a comprehensive regional agricultural emergency response and disaster relief center, as well as a regional agricultural machinery social service center, and explore the establishment of a "government procurement, operation entity joint venture" mechanism. Improve the system for preventing and controlling crop pests and diseases, strengthen the monitoring and prevention of major pest and disease outbreaks. Construct protective forests in farmland. Strengthen the construction of a modern animal disease prevention and control system. Improve and perfect emergency plans for agricultural natural disasters and sudden major animal epidemics, and establish a cross-departmental cooperation mechanism for disaster monitoring and warning, risk assessment, and emergency response. Implement policies to support grain production. Fully implement the joint responsibility of the Party and government for protecting cultivated land and ensuring food security, and strengthen the responsibility of ensuring the supply of "rice bags". Implement policies such as incentives for major grain-producing counties and subsidies for grain production.
