On April 21st, Chen Guiya, Chief Engineer of the Yangtze River Commission, chaired a flood prevention conference to analyze and assess the development trend of flood situation in the basin, and arrange and deploy key tasks for the defense against water and drought disasters in the near future. The conference emphasized that the Dongting Lake and Poyang Lake basins in the middle reaches of the Yangtze River have entered a state of flood prevention combat readiness. First, it is necessary to comprehensively implement the water and drought disaster prevention work system, strengthen consultation and analysis, strictly implement the 24-hour duty and leadership rotation system, pre-position work groups and expert groups to prepare for technical support. Second, it is necessary to strengthen monitoring, forecasting, and early warning, continuously update medium and long-term trend forecasts, intensify forecasts for areas with heavy rainfall, timely release warning information and reminders, and strive to achieve effective coordination to extend the flood foresight period and improve the accuracy of flood forecasting. Third, it is necessary to scientifically manage the reservoirs in the basin, guide the Hunan and Jiangxi Provincial Water Resources Departments to carry out key flood control dispatching for important reservoirs, orderly advance the water level reduction progress of key reservoirs such as the Three Gorges and Danjiangkou, and carry out tail-end silt reduction dispatching and ecological dispatching as planned. Fourth, it is necessary to closely monitor weak links in flood control, supervise local efforts to prevent small and medium-sized river floods and flash floods caused by intense local rainfall, strengthen the safe flood control management of small and medium-sized reservoirs, especially dangerous and under construction reservoirs. Fifth, it is necessary to continue to strengthen basic research, review and analyze recent heavy rainfall processes.
