Hainan's offshore duty-free policy has been implemented for 15 years, with a total duty-free shopping amount reaching 286.4 billion yuan.

On April 20, 2011, the Hainan offshore duty-free policy was officially implemented. Over the past 15 years, the offshore duty-free policy has been upgraded 10 times: from an annual quota of 5,000 yuan per person to 100,000 yuan, from a single "port pickup" to various ways of pickup such as "mail delivery," "instant purchase and pickup," and "return island pickup," from 35 categories of goods to covering 47 major categories. According to statistics from the Haikou Customs, from April 20, 2011 to April 19, 2026, over the 15 years, the Haikou Customs has supervised a total of 286.4 billion yuan in offshore duty-free shopping in Hainan, with 348 million items purchased and 50.87 million shopping trips. Currently, there are 6 operating entities and 12 offshore duty-free shops in an orderly competitive situation on the entire island of Hainan. Sanya International Duty-Free City has become the only duty-free shop in the country to be rated as a 4A-level tourist attraction, and the offshore duty-free policy is driving the development of cultural tourism, exhibitions, performances, and other industries simultaneously.
