The General Office of the Shanghai Municipal People's Government issued the "Shanghai Global Science and Technology Partners Program", which proposes to support joint scientific and technological research. It aims to deepen and expand cooperation with global science and technology management departments, research institutions, and science and technology organizations, improve funding mechanisms, support bilateral joint research projects, and jointly fund and review project proposals. It also supports Shanghai research teams and global partners to focus on common development needs, leverage their respective technological advantages, and carry out "small and exquisite" joint research projects. In response to major scientific problems and innovation needs, it explores the establishment of strategic cooperation "flagship projects". Through organizing international challenge competitions, "Shanghai needs, global recruitment", and other forms, it encourages global innovation entities to participate in Shanghai's scientific and technological innovation tasks.
