Dynamically adjust the CCC certification directory to avoid low-price, low-quality "internal competition"
An official from the State Administration for Market Regulation stated that in order to further strengthen the governance of product quality and safety at the source, the China Compulsory Certification (CCC) catalog will be optimized, dynamic management will be implemented, and research will be conducted to include products related to industrial safety, public safety, and personal health safety in the CCC certification management. In response to some enterprises failing to fulfill their quality responsibilities and product quality deterioration due to false promises after implementing self-declaration evaluation for some products in the CCC certification catalog, the State Administration for Market Regulation will manage 16 products, including low-power electric motors and automotive safety glass, under a third-party certification model. This special action will also firmly address industry "unwritten rules," such as superficial on-site inspections, excessive participation of illegal intermediaries in certification activities, and authenticity of type testing samples. Specific requirements will be established, such as conducting type testing through random sampling, certification testing fees to be paid directly by the company, and immediate termination of inspections if intermediaries are found participating in factory inspections. Certification testing organizations must conduct cost accounting and reasonably charge fees according to public standards after accounting to avoid low-price, low-quality "internal competition." Furthermore, certification organizations are required to classify and grade production enterprises based on various quality information, increase supervision of certified enterprises, enhance on-site sampling and market sampling testing requirements, increase the proportion of unannounced inspections, and strengthen the fundamental role of CCC certification in continuously controlling product consistency. It is emphasized that the retention period for records of key procedures such as type testing, factory inspections, and control of key components and materials shall not be less than 10 years. Key test items shall be video-recorded to further improve the accountability chain and ensure accountability.
