The opinions point out the need to optimize the structural layout. According to the principle of synergy and efficiency, efforts should be made to optimize and integrate industry associations and chambers of commerce with overlapping business, small-scale institutions, overly detailed domain divisions, and weak functional roles. It is necessary to legally accelerate the exit of industry associations and chambers of commerce that have malfunctioned, disrupted order, shrunk in industry, and completed their mission objectives; focus on cultivating and prioritizing the development of industry associations and chambers of commerce that are in line with the country's major strategies and regional development positioning, meet the needs of industrial transformation and upgrading, and serve the development of new productive forces; actively support the establishment of industry associations and chambers of commerce in the fields of strategic emerging industries, future industries, green and low-carbon industries, etc.
