Brazilian lawmakers have proposed a bill to create a state-owned company focused on rare earths and critical minerals. This is part of the South American country's efforts to achieve refining localization and position itself as a leading producer. Congressman Rodrigo Rollemberg proposed the establishment of "Brazil Rare Earths Corporation" to conduct mineral research, exploration, and commercialization. The company's operating model will be similar to the state-owned oil producer Petrobras, with its capital structure potentially including private companies, development banks, and sovereign funds, but the federal government will retain a minimum share to ensure control.
