The China Banking and Insurance Regulatory Commission (CBIRC) has issued a notice on promoting financial support for the comprehensive revitalization of rural areas in 2026. The notice requires the establishment of a normalized financial assistance mechanism. It emphasizes preventing individuals and regions from falling back into poverty, further consolidating and enhancing the effectiveness of financial assistance to help maintain the bottom line of preventing large-scale poverty. Efforts should be made to provide small loans to effectively support the development and production of poverty alleviation targets, strengthen post-loan management, and strictly prevent illegal activities such as using household loans for business purposes. Active efforts should be made to develop loans for industries with unique advantages, explore and create insurance products for supported industrial projects, and strengthen precise financial services for the entire chain of supported industries.
