Li Qiang signs State Council order to announce the "Provisions of the State Council on the Security of Industrial Chain and Supply Chain"

Premier Li Keqiang of the State Council recently signed the State Council Order, promulgating the "Regulations of the State Council on Industrial Chain and Supply Chain Security", which will come into effect upon its promulgation. The "Regulations" aim to prevent risks to the security of industrial chain and supply chain, enhance the resilience and security level of the industrial chain and supply chain, and safeguard economic and social stability as well as national security. The "Regulations" consist of 18 articles, mainly specifying the following contents. First, clarify the principles of industrial chain and supply chain security work. The "Regulations" stipulate that the work of industrial chain and supply chain security should be in line with the overall national security concept, coordinate development and security, coordinate domestic and international aspects, promote high-level opening-up, and facilitate the stable and smooth operation of the global industrial chain and supply chain. It also clearly states that the country will guide the rational and orderly layout of industrial chain and supply chain, strengthen international cooperation in the field of industrial chain and supply chain, support key areas in tackling core technologies, and promote high-quality development of industrial chain and supply chain. Second, establish and improve the system and measures for industrial chain and supply chain security. Establish a sound mechanism for industrial chain and supply chain security work. The "Regulations" specify the responsibilities of relevant departments of the State Council and the governments of provinces, autonomous regions, and municipalities directly under the Central Government in relation to industrial chain and supply chain security work. Strengthen the security guarantee of industrial chain and supply chain in key areas, establish and improve systems for information sharing, risk monitoring and early warning, risk prevention, and emergency management to maintain the stable and continuous operation of raw materials, technology, equipment, products, etc. in key areas. Third, specify retaliatory measures and extraterritorial application. In response to foreign countries, regions, international organizations, as well as foreign organizations and individuals that harm the security of our industrial chain and supply chain, establish a system for investigating the security of industrial chain and supply chain. The relevant departments of the State Council may conduct investigations into the security of the industrial chain and supply chain based on this, and take retaliatory measures. Organizations and individuals within the territory of China shall comply with the relevant retaliatory measures. Any organization or individual illegally engaging in activities related to the industrial chain and supply chain shall be dealt with in accordance with the law by the relevant departments.
