Shaanxi Shenmu "1120" major explosion incident rectification evaluation report announced, multiple public officials punished.

On November 20, 2024, a major explosion occurred during the commissioning of the Lan Charcoal Wastewater Treatment and Renovation Project of Shaanxi Yulin Shenmu Derun Coal Reducing Agent Co., Ltd., resulting in the death of 4 people and injury of 6 people, with a direct economic loss of approximately 13.59 million yuan. In January 2026, the Shaanxi Provincial Safety Commission led the establishment of an assessment team, jointly with multiple departments and invited the Shaanxi Provincial Commission for Discipline Inspection to participate, to conduct a special assessment on the accountability and implementation of rectification measures of the accident, which was officially announced. The assessment team formulated a work plan in accordance with regulations, conducted comprehensive assessments of the relevant supervision departments in Yulin City and counties, as well as the companies involved, in a strict and standardized manner through reports, on-site inspections, and random checks. In terms of accountability, significant progress has been made: - 2 people were sentenced for major responsibility in the accident. - 10 relevant individuals were subject to administrative penalties, and the fines have been paid to the national treasury. - 19 public officials, including several municipal level leaders, were subjected to disciplinary actions, all recorded in their files. Fines have been fully paid by companies including Derun Company, Hengde Group, and 4 other units, with Tangshan Industrial Technology Research Institute being fined 1.2 million yuan. Legal action will be taken after the litigation period expires in May 2026 as the legal representative has passed away. Additionally, relevant departments and governments in Shenmu City have conducted written inspections, with the supervision departments being interviewed and evaluated. Rectification efforts have achieved initial results, with Derun Company being deregistered, Shiyang Machinery Company rectified all safety hazards, and Hengde Group's safety management system continuously improved. The city and county supervision departments clarified their regulatory responsibilities, conducted a comprehensive safety inspection in the city, rectifying 35,000 hidden dangers, promoting the renovation and industrial upgrade of Lan Charcoal industry's old facilities, and significantly enhancing the efficiency of supervision. The assessment also identified that Zhongshang Yuming Company's rectification was inadequate and Hengde Group still had management shortcomings. Relevant departments will pursue accountability for those who have evaded responsibilities, order inadequate rectification by companies to be redone, strengthen the precision management and regulatory capabilities of enterprises, establish a sound long-term mechanism, and fortify the industry's safety defenses.
