Hebei: By the end of 2028, the basic establishment of a long-term care insurance system tailored to Hebei will be achieved.

Notice from the Hebei Provincial Medical Security Bureau and other 10 departments on the issuance of the "Implementation Plan for Establishing Long-term Care Insurance System in Hebei Province". It is pointed out that, according to the overall requirements of "covering the whole population, coordinating urban and rural areas, fair and unified, safe and standardized, and sustainable", the reform of the long-term care insurance system will be carried out step by step and steadily. By the end of 2028, a long-term care insurance system adapted to our province will be basically established, with a fund-raising mechanism based on shared responsibility, a fair and moderate protection mechanism linked to benefits and fundraising, and a scientifically standardized management and operation mechanism. Long-term care insurance is an independent type of insurance, with employees and residents sharing one fund pool and the funds being coordinated and used collectively. At present, municipal-level coordination is being implemented, and when conditions are ripe, provincial-level coordination will be steadily promoted. The long-term care insurance system in the province will be promoted in three years. Starting from 2026, all coordinating areas in the province will launch the long-term care insurance system, starting with covering unit employees, retirees, and flexible workers. By the end of 2027, all coordinating areas in the province will cover unemployed urban and rural residents. By the end of 2028, the arrangement of coordinating urban and rural areas will be basically established, and the policy system will be standardized. The economic and administrative burden of caring for disabled people's families will be effectively reduced, and the long-term care insurance system's guarantee function will be effectively played.
