The "Three-Year Action Plan for the Promotion of Pollution Reduction and Carbon Reduction by Phasing out and Updating Old Diesel Trucks in Hangzhou" issued by the Hangzhou Municipal Government proposes to strive to phase out 55,000 old diesel trucks and add 37,000 new energy trucks citywide by 2028, with clean transportation basically achieved in the traffic logistics within the encirclement range of the ring expressway. The plan will be implemented from April 5, 2026. According to the plan, Hangzhou will promote the goals in two stages: by 2026, endeavor to phase out 25,000 old diesel trucks and add 16,000 new energy trucks; by 2028, while further expanding the total elimination and the increment of new energy vehicles, achieve a reduction in PM2.5 concentration by 1 microgram and a reduction of carbon dioxide emissions by over 100,000 tons, open multiple green and low-carbon transportation routes outside the encirclement, and basically achieve clean transportation for bulk goods.
