On the 3rd day, it was learned by reporters that the Ministry of Industry and Information Technology and the Supply and Marketing Cooperative Society recently jointly issued the "Notice on Further Strengthening the Construction of the Lithium-ion Battery Recycling and Utilization System for Electric Bicycles". The purpose is to fully leverage the role of the supply and marketing cooperatives and state-owned enterprises in the recycling network of renewable resources, further extend the grassroots recycling reach, and promote standardized recycling and scientific utilization of lithium batteries. The notice deploys from various aspects such as leveraging existing resources, strengthening leading enterprises, and supporting digital monitoring, proposing that localities should leverage the role of various business entities such as supply and marketing cooperatives and enterprises to participate in the three-tier recycling system supported by recycling points, transfer stations, and sorting centers; support leading enterprises such as China Renewable Resources Group to layout and construct sorting centers and comprehensive utilization projects; encourage supply and marketing cooperatives and various recycling enterprises to connect with electric bicycle sales and after-sales service outlets, and carry out "trade-in + recycling" business. In terms of safeguards, the notice requires local competent authorities in charge of industry and information technology and supply and marketing cooperatives to establish coordination mechanisms, strengthen daily coordination and regular communication, promptly consult and solve specific problems during the work process, improve information exchange and sharing mechanisms, and regularly report on the progress of the construction of the lithium battery recycling and utilization system and exchange experiences and practices.
