Shanghai: Fully strive to develop Lingang New Area into a super-individualized international development highland.

Recently, the Management Committee of Lingang New Area of China (Shanghai) Pilot Free Trade Zone issued the "Several Measures for Developing the 'Super Individual' Economy in Lingang New Area of China (Shanghai) Pilot Free Trade Zone," with artificial intelligence technology application as the core driving force. It implements a full-cycle "policy combination" covering basic guarantee, technical support, talent services, financing guarantees, and ecological cultivation, fully empowering innovation and entrepreneurship for the "super individuals." It aims to build Lingang New Area into an international development hub for "super individuals." The released "Several Measures" clearly define the development goals: relying on the linking, cost, opportunity, convenience, and community "C engine" entrepreneurship support system of Lingang New Area, by 2028, more than 10 high-quality OPC communities will be established, over 100 high-value benchmark application scenarios will be opened, more than 1,000 OPC entities with technical capabilities will be gathered, and over 10,000 innovative entrepreneurship talents from both domestic and international will be attracted. The "Several Measures" specify that OPCs will receive a subsidy of up to 80% for purchasing computing power services, data set services, large model services, and AI toolchain fees. OPCs founded by university students can additionally enjoy a 20% subsidy, with an annual subsidy of up to 300,000 yuan. All OPCs can directly apply for a free computing power quota of 100 card hours per half month, allowing zero-cost initiation of AI R&D work. Of particular note, the policy specifically sets up a special reward for technological innovation. OPCs that develop AI tools, skill packages, and other products to be listed on international mainstream open source communities can receive an annual reward of up to 1 million yuan, encouraging technological innovation and globalized implementation. This aims to fully recognize the innovative value of OPC entrepreneurial teams.
