The National Development and Reform Commission has deployed to do a good job in the management of funeral and burial fees during the Qingming Festival.
Recently, the Price Division of the National Development and Reform Commission organized a video conference to deploy the careful implementation of the requirements of the "Notice on Further Improving the Funeral Service Charge Policy". They are fully committed to doing a good job in the management of funeral charges during the Qingming Festival. Officials from provinces, autonomous regions, municipalities directly under the central government, and the Xinjiang Production and Construction Corps Development and Reform Commissions attended the meeting.
The meeting emphasized that all regions should deeply understand the spirit of the "Notice" and implement all measures effectively, focusing on three key areas. Firstly, scientifically establish the "three lists", with no charges beyond the list. Establish three separate lists including basic funeral service projects, non-basic projects, and overall charges to clearly indicate the service items, fee standards, specific service contents, etc. to inform the public what fees can be charged, what services are provided, and what the fee standards are. Secondly, implement the "three management methods" to comprehensively standardize the pricing of funeral institutions and distinguish between basic funeral services that meet the basic needs of the public and other funeral services. Lastly, establish and improve the "three systems" to create a long-term supervision mechanism. All regions are required to establish a regular evaluation system to assess the implementation of the fee policy and make timely adjustments and optimizations. They must strictly enforce the fee catalog system and the service charge disclosure system. Fees cannot be charged if they are not on the list, not publicly disclosed as required, or if the disclosed content does not match the policy.
