Three departments issued a document to establish a normal mechanism for preventing the reoccurrence of poverty and helping those who fall into poverty due to unemployment.
The Ministry of Human Resources and Social Security, the National Development and Reform Commission, and the Ministry of Agriculture and Rural Affairs have issued the "Guiding Opinions on Establishing a Normalized Employment Assistance Mechanism to Prevent Return to Poverty and Poverty and Promote Comprehensive Rural Revitalization". The "Opinions" put forward several policy measures:
1. Accurately identify the objects of assistance. Those with labor capabilities and employment intentions who are at risk of returning to poverty and poverty in underdeveloped areas are regarded as the objects of normalized employment assistance after the transition period, implementing precise assistance and dynamic management. Employment assistance continues for the targeted populations previously lifted out of poverty and at risk of returning to poverty if they leave the support policies.
2. Promote orderly migration for work. Adhere to and improve labor cooperation mechanisms, innovate the development of labor brands, strengthen support for stable job placement services, and help prevent objects at risk of returning to poverty and poverty to go out and stay.
3. Promote local employment. Develop industries that enrich the people at the county level and rural distinctive industries, enhance the county's economic capacity to absorb employment, support the activation and upgrading of employment assistance workshops with conditions, and increase the implementation efforts of work-for-relief projects.
