The State Tobacco Monopoly Administration is soliciting opinions on the revision of the electronic cigarette regulatory policy document in order to achieve a balance between supply and demand in the electronic cigarette market. It will manage the total production of electronic cigarette-related companies, and determine production capacity and scale in accordance with laws and regulations. The comprehensive consideration of tobacco control, approved production capacity, market demand, company orders, legality and compliance, etc. by the State Tobacco Monopoly Administration of the State Council will determine the annual production scale by category, and control it as the upper limit of the corresponding product category production and trading volume in the natural year. The provincial tobacco monopoly administration department will organize electronic cigarette wholesale companies within the administrative region to carry out business activities within the annual sales target of the province.
