The State Railway Administration reports typical cases of illegal actions in the bidding and tendering of railway construction projects.

Among them, according to the transfer of clues, Beijing Ennovell Technology Co., Ltd., Beijing Timesoft Network Jeet Software Technology Co., Ltd., and Beijing Hexin Yingke Technology Co., Ltd. in a certain railway expansion and renovation project procurement bidding, there are situations where the IP addresses of the uploaded bidding documents are the same, the same unit personnel are entrusted to handle the bidding matters, and there are regular differences in bid prices, which constitute the behavior of colluding bids as stipulated in Article 40, paragraphs 2 and 4 of the Implementation Regulations of the PRC Tendering and Bidding Law. In March 2026, the Lanzhou Railway Supervision and Administration Bureau imposed a fine of 41,382 yuan on Beijing Ennovell Technology Co., Ltd., Beijing Timesoft Network Jeet Software Technology Co., Ltd., and Beijing Hexin Yingke Technology Co., Ltd. in accordance with Article 53 of the PRC Tendering and Bidding Law.
