Wang Daoshu, deputy director of the State Administration of Taxation, stated at a routine press conference on April 1 that the tax department will focus on its own responsibilities and strengthen efforts to rectify the "invoice economy" in accordance with the law and regulations. The key areas of work include: 1. Strengthening risk monitoring and analysis. Focus on clusters of registrations, key industries, affiliated companies, and other key areas for rectification, improve risk monitoring indicators, strengthen routine scanning and analysis, and continuously improve screening accuracy based on verification results. 2. Solidly carry out verification and disposal. Focus on key areas, industries, and companies identified by the risk scanning for high risks, continue to clear existing issues and prevent new ones, and promote a continuous decrease in the number of companies and amounts involved in illegal invoicing nationwide. Crack down severely on illegal acts such as issuing false invoices, and take targeted measures against activities such as illegal subsidies, tax refunds, shell companies, invoice platforms, and fraudulent invoicing. 3. Focus on promoting collaborative governance. To eliminate the root causes of the "invoice economy", efforts from relevant parties and all sectors of society are needed. The tax department will promptly provide relevant information to the National Development and Reform Commission, the Ministry of Finance, the Statistics Bureau, the Market Supervision Administration, and financial institutions for areas and entities with prominent issues related to the "invoice economy", to improve the system for jointly addressing the issue, consolidate cross-departmental regulatory efforts, implement joint sanctions, enhance governance effectiveness, promote the establishment and implementation of a correct performance evaluation concept, and achieve high-quality development.
