General Administration of Customs Announcement No. 33 of 2026

On April 1, 2026, the "Arrangements for the Early Harvest of the Agreement between the Government of the People's Republic of China and the Government of the Republic of Congo on the Development of Economic Partnership" officially took effect. In order to implement the rules of origin under this arrangement, the General Administration of Customs formulated the "Measures for the Administration of Origin of Import and Export Goods under the Agreement between the Government of the People's Republic of China and the Government of the Republic of Congo on the Development of Economic Partnership". Importers or their agents who apply for the preferential tariff rates under this arrangement when importing goods should fill out the "Import Customs Declaration Form of the People's Republic of China Customs", submit the certificate of origin, and fill in the "preferential trade agreement code" column with the code "29" as required by General Administration of Customs Announcement No. 34 of 2021 related to "imported goods under preferential trade agreements that have not yet achieved origin information exchange".
