New regulations on the operation, sale, transportation, and storage of unmanned aerial vehicles in Beijing will be implemented on May 1, 2026.

On March 27, the 23rd meeting of the Standing Committee of the 16th Beijing Municipal People's Congress voted to pass the "Regulations on the Management of Unmanned Aerial Vehicles in Beijing", which will be implemented starting from May 1, 2026. The "Regulations" specify that the entire administrative area of the city is designated as a controlled airspace for unmanned aerial vehicles, and all outdoor flight activities require an application to be submitted. The "Regulations" regulate the production, sale, transportation, and other aspects of unmanned aerial vehicles. It is explicitly prohibited to illegally produce, assemble, modify, or tamper with unmanned aerial vehicles or to crack their systems; it is not allowed to sell or rent unmanned aerial vehicles and their core components to units and individuals within the administrative area of the city; transporting or carrying unmanned aerial vehicles and their core components into the administrative area of the city is also prohibited, except for those that have completed real-name registration and information verification, which must be carried by the owners.
