Beijing releases the Data Cross-border 3.0 Plan, focusing on six key areas including commercial aerospace.

Today, at the 2026 Zhongguancun Forum, Beijing released the Data Cross-Border 3.0 Plan, with the goal of improving the governance ability of cross-border data. The 3.0 plan includes 27 innovative measures focusing on 6 key areas. In terms of industry applications, the plan will focus on six key areas including medical health, artificial intelligence, smart connected vehicles, trade logistics, technology finance, commercial aerospace, and create "one industry, one policy" benchmark demonstrations. It will establish a compliant pathway for the full process of data acquisition, processing, transmission, and trading, promoting the transition of cross-border data from supporting single-compliance construction to empowering the full chain of industry cooperation and expansion.
