At the national level, a system of benchmark rates for long-term care insurance will be established, with policies to regulate payment bases, determine rates reasonably, and implement dynamic adjustments. In areas where the balance of the basic medical insurance fund for employees is relatively sufficient, after full calculation and evaluation, ensuring the rights and interests of insured persons, and ensuring the long-term sustainability of the basic medical insurance fund for employees, the unit rate of the basic medical insurance for employees can be adjusted reasonably, with a portion adjusted for the unit rate of long-term care insurance. The specific provisions will be formulated by the National Medical Insurance Administration, Ministry of Finance, and State Taxation Administration.
